Note to Editors: The following is an extract from the DA North West Manifesto and LGE26 Rally delivered by Theo Venter, DA Mayoral Candidate, JB Marks Local Municipality.
Some 20 years ago, Potchefstroom was regarded as one of South Africa’s better-functioning municipalities.
But years of poor management, party-political infighting and a lack of maintenance of our roads, water systems, sewerage infrastructure and electricity network have brought us to this point where this election will determine whether JB Marks can be saved.
Now is the time to stop the constant decline in service delivery.
As the DA’s mayoral candidate for JB Marks, I stand before you today with a clear commitment to restoring good governance, reliable services and a better future for every resident of our municipality.
It is only the Democratic Alliance that can stop the rot!
Die afgelope twee weke het JB Marks twee nasionale byeenkomste hier plaaslik in Potchefstroom aangebied.
Eerstens kon ons weer ’n suksesvolle Aardklop aanbied wat ’n belangrike ekonomiese inspuiting deur kulturele toerisme na Potchefstroom gebring het.
Aardklop is ’n instelling in die dorp en onder die DA sal dit sterk ondersteun word.
Ons sal ook werk om te verseker dat die slaggate wat besoekers so frustreer, deur behoorlike beplanning en instandhouding aangespreek word, en dat padtekens en rybane behoorlik gemerk en onderhou word.
Tweedens is die Nasionale Sweeftuig Kampioenskap hier gehou, met van die beste sweeftuie wat hier in Potchefstroom gebou is.
Deelnemers van verskeie lande het hier bymekaargekom en dit is maar een voorbeeld van plaaslike maatskappye met ’n internasionale voetspoor. Geluk aan Australië wat gewen het.
Die DA kyk vorentoe en beplan in belang van al die inwoners van JB Marks.

Guided by the values of constitutional democracy, non-racialism, the rule of law, accountability, and equal opportunity, my government, a DA-led municipality, will govern for every resident and put service delivery ahead of politics.
JB Marks het enorme potensiaal wat wag om ontsluit te word.
Dit is waarom jou stem so belangrik is, want as ons die beperkings op groei kan verminder, kan JB Marks weer onder die top-presterende munisipaliteite tel.
Die NWU groei en die ontwikkeling van ’n nuwe mediese fakulteit hou groot potensiaal vir JB Marks in.
Daar is ook groei in die landbou-sektor, met ’n sterk funksionerende hoenderbedryf in beide Potchefstroom en Ventersdorp.
Ventersdorp beskik ook oor belangrike graanbergingsinfrastruktuur wat ’n groot rol in die landbou-ekonomie speel.
Ons moet egter al hierdie potensiaal laat saamtrek om meer werk te skep.
Ek het die afgelope maande regoor JB Marks besoek afgelê en kennis geneem van die swak dienslewering in Venterdorp soos by die kliniek in Tsing wat sonder lopende water moet klaarkom.
Ek het die gemeenskappe rondom Ventersdorp besoek, onder andere Goedgevonden.
Ek was in Lindequesdrift en het die afwesigheid van behoorlike munispale dienslewering daar gesien en kennis geneem van die misdaad en veediefstal-plaag waaronder boere lei.
Ek het ook op Rysmierbult ‘n draai gemaak en geluister na die bekommernisse van die landbougemeenskap daar.
Elke gemeenskap in JB Marks maak saak. Of jy nou in Potchefstroom, of Ventersdorp, op ’n plaas of in ’n kleiner gemeenskap woon, jy verdien ’n munisipaliteit wat vir jou werk.
I am fully aware the of the extent of the problems facing residents in JB Marks, and, as your Democratic Alliance Mayoral Candidate, I have a plan that will get JB Marks working for all again.
I stand here before you today, and I commit to these five pledges to every resident of JB Marks.
Together, these pledges will guide my DA-led municipal government. Under our administration, we will put service delivery first, restore public trust, and build a municipality that works for all.
My first pledge is to root out corruption and restore public trust.
My DA-led government will restore integrity to JB Marks by rooting out corruption, ending political interference in the municipal administration, and ensure that every cent is spent in the interests of residents.
Honest government is the foundation of reliable service delivery.
We have a zero-tolerance approach to corruption. A DA government will ensure that allegations of fraud and gross misconduct are investigated promptly, and that appropriate disciplinary and legal action is taken where wrongdoing is found.
My government will implement all relevant audit findings and recommendations, strengthen whistleblower protection, and fully cooperate with ongoing investigations, including those of the Special Investigation Unit (SIU).
Tweedens onderneem ek dat, onder ‘n DA-regering, ons betroubare dienste en verbetering van infrastruktuur sal prioritiseer.
Onder ons bestuur sal daar na die basiese elemente van dienslewering teruggekeer word.
Ons sal alle hulpbronne aanwend om stelselmatig goeie gehalte dienste te lewer aan elke inwoner.
Ek dink aan die tante in Extention 11 wat elke dag die water in haar huis moet opdroog as gevolg van ‘n waterlek onder haar huis, of die gesin in Wyk 5 wat daagliks deur rou riool gekonfronteer word as hulle by die deur uitstap.
Of die rou riool in Ventersdorp wat die Schoonspruit besoedel. Dit terwyl inwoners nie eens altyd water of elektrisiteit het nie!
Vier beginsels gaan my administrasie lei naamlik om te prioritiseer, te beplan, in stand te hou en met die inwoners van JB Marks te kommunikeer op verskeie platforms.
Betroubare dienste en die verbetering van infrastruktuur sal in samewerking met gemeenskappe en rolspelers in die privaatsektor aangepak moet word.
Langs ons staan ’n brug oor die Mooirivier wat in ’n ongeluk beskadig is. Tot nou toe is die skade nog nie herstel nie, en plaas in gevaar enige iemand wat daar verbyloop.
Dit is nie net die groot dinge nie, maar elke klein ding wat gelos work wat mense moedeloos maak.
Dit hief nie so te wees nie, end it hoef nie so te bly nie – daarmee stem ons almal saam.
So het rolspelers het reeds aangedui dat hulle bereid is om saam met ons te werk met die herstelwerk te help.
In regering sal ons ’n tienjaar-meesterplan ontwikkel vir paaie, water en riool infrastruktuur om by te bly aanvraag aan dienste in JB Marks wat gedurend groei.
Op die Bult sal ons dit in oorleg met die NWU moet doen, met die waardigheid en veiligheid van studente en inwoners as ’n belangrike prioriteit.
My regering sal ook skouer-aan-wiel sit om elektrisiteitsinfrastruktuur- en toevoer uitbreiding en versterking regoor JB Marks te verseker. Dit is duur en wel ‘n lang proses, maar sal ons aandag van dag een af geniet.
’n DA-administrasie sal werk aan ’n skoon, veilige en ‘n aantreklike omgewing oor die hele JB Marks-munisipaliteit.
Daarmee saam sal ons verseker dat straatligte werk. Elke inwoner is geregtig om in ‘veilige woonbuurte te woon.
Ons almal weet waar die kriminele bedrywig is, waar inwoners, veral vroue en kinders, aan geweld en misdaad blootgestel word.
Saam met die polisie, en gemeenskapsveiligheid organisasies, sal my regering ook hier aandag gee om sigbare polisiëring en munisipale wetstoepassing te verserk.
Ons sal onmiddellik met gemeenskapspolisiëringsforums, gemeenskapsdienste en private veiligheidsmaatskappye saamwerk om misdadigers uit ons gemeenskappe te dryf.
My DA-led government will restore financial stability and responsible governance.
A municipality cannot deliver reliable services if its finances are in disarray.
Every cent collected from residents will be managed responsibly, spent transparently and invested in maintaining and improving municipal infrastructure while meeting the municipality’s legal and financial obligations.
A DA-led JB Marks Municipality will restore financial discipline, rebuild public confidence and ensure that public money delivers public value.
Ek onderneem dat ‘n DA-regeerde JB Marks ‘n veerkragtige munisipaliteit sal bou.
Plaaslike regering moet na sy inwoners luister en so spoedig moontlik op probleme reageer.
Wanneer dit gebeur, kry inwoners waarde vir geld, voel hulle dat daar aandag aan hulle gegee word en dat hulle met waardigheid behandel word.
’n DA-geleide JB Marks-munisipaliteit sal aanspreeklikheid versterk en openbare deelname op verskeie vlakke verdiep.
Wykskomitees sal weer behoorlik funksioneer en wyksraadslede sal hulle verantwoordelikhede moet nakom.
My administrasie sal die Geïntegreerde Ontwikkelingsplan (GOP/IDP) as ’n werklike beplanningsinstrument gebruik waar inwoners werklike insae het en daarvolgens dienslewering prioritiseer.
Die DA in regering sal ook nooddienste en die brandweer verbeter.
Die munisipaliteit se verhouding met en finansiële verpligtinge teenoor die brandbeskermingsvereniging sal reggestel word.
Dit is van kritieke belang in die JB Marks-munisipale gebied dat brandbeskerming behoorlik funksioneer, veral in ons landelike gemeenskappe.
Ons sal ook gemeenskaplike erfenis bewaar en respekteer en waar daar geen formele erkenning is nie, dit in oorleg met die gemeenskap regstel.
Lastly, but very importantly, through these efforts, a DA-led JB Marks will grow the economy and create jobs.
Economic growth creates jobs, strengthens communities and improves quality of life.
JB Marks has the people, institutions and natural advantages to become one of the leading economic hubs in the North West.
A DA-led municipality will create an environment where businesses can invest with confidence, entrepreneurs can thrive, young people can build their futures close to home, and every resident can share in the opportunities of a growing local economy.
My government will strengthen partnerships with the North-West University, local businesses and industry to improve municipal planning, maintain infrastructure, expand skills development initiatives and encourage innovation and research that benefits the local economy.
At every turn my government will promote investment in key economic sectors, including agriculture, manufacturing, tourism, renewable energy and the knowledge economy, building on the unique competitive advantages this municipality has to offer.
The DA believes that local government exists to serve its residents.
Every decision must be guided by integrity, accountability and a commitment to improving the daily lives of every person who calls JB Marks home.
Job creation can only happen where businesses can rely on reliable water and electricity supply. Where infrastructure and roads are maintained, and where every resident feels truly supported by a municipality that works for all.
This is how a DA-led government build a prosperous future through good governance and quality service delivery.
That is why the DA’s commitment is clear: stop corruption, deliver reliable services and create an environment that is safe and conducive to economic development, growth and job creation.
But to achieve this, we must first stop the chaos that has held JB Marks back for far too long.
We cannot afford another five years of failing services, political infighting and uncertainty. We need a government that can deliver, and a party with the experience, the track record and the strength to bring real change.
Only the DA is big enough to beat the ANC and bring an end to the chaos in JB Marks.
I ask for your trust and your vote in this year’s election so that, together, we can restore the dignity of every resident and restore pride in our municipality and build a municipality that serves every resident.
On 4 November 2026, let us stop the chaos and get JB Marks working again.
