The Democratic Alliance (DA) in Moses Kotane Local Municipality objects to the process followed in respect of council item 124/03/2026 on irregular expenditure for the financial years 2019/2020 to 2024/2025, amounting to R237 million.
While the DA does not oppose accountability for irregular expenditure, it is deeply concerned that the investigation and report were finalised without proper notice or participation from MPAC members.
MPAC members were not invited or given notice to attend the investigation process. This undermines the principles of fairness, transparency, and due process as required by the Municipal Finance Management Act and the Constitution. The report was nevertheless submitted to Council and approved despite these procedural defects.
The DA disputes claims that invitations were issued and requests proof thereof.
The DA has written to the Speaker requesting that Council note this objection and consider remedial steps to address the procedural irregularities, including allowing MPAC members to make representations before any further action is taken.
