The Democratic Alliance (DA) is deeply concerned by the continued disregard for Council rules and proper procedures at the Ngaka Modiri Molema District Municipality (NMMDM).
During a hybrid Special Council sitting on 7 August 2026, the Speaker acted outside her lawful authority by disregarding the NMMDM Standing Rules of Order.
Of particular concern is the Speaker’s decision to allow the inclusion of the MPAC report on Unauthorised, Irregular, Fruitless and Wasteful (UIF&W) expenditure for the period 2013–2017, despite the fact that this report has not yet been interrogated by the committee itself.
The report, presented on 31 July 2026, contains serious findings by the Auditor-General, including disclaimer audit opinions, inadequate financial records and a proposed R6.62 billion write-off of historical unauthorised expenditure.
MPAC’s recommendations, including referring financial misconduct for investigation and implementing corrective budgeting measures, remain pending to proper Council interrogation and adoption.
By allowing the report to be included prematurely, the Speaker undermined the integrity of the oversight process and failed to uphold the proper procedures required when dealing with such serious financial matters.
This latest action follows repeated instances where the Speaker has failed to comply with the Standing Rules, further weakening the credibility of Council processes.
The DA cannot allow this disregard for proper procedure and lawful governance to continue.
The municipality must urgently return to compliance with its own Standing Rules of Order and the legislative framework governing municipal operations.
Only through adherence to lawful procedure and proper interrogation of oversight reports can credibility, accountability, and public trust be restored.
