The DA will lodge a request with the MEC for COGHSTA in the North West, Oageng Molapisi, to intervene in the leadership crisis plaguing the Council of the Kagisano-Molopo Local Municipality.
The Speaker of Council, Pretty Moirwagale, has repeatedly not adhered to the Standing Rules of Council. On Friday, March 28 2025, at 22:27 Councillors received a notice for a Special Council Meeting called for Monday, March 31, 2025. No items or supporting documents were attached, just the framework of the agenda.
The agenda items included the Draft Integrated Development Plan (IDP), the Draft Service Delivery and Budget Implementation Plan (SDBIP) for the 2025/2026 financial year, Draft Budget for the 2025/2026 and 2026/2027 financial years, and the oversight report on the 2023/2024 Annual Report. By Monday morning, Councillors had yet to receive any documents.
This blatant ignoring of the Standing Rules of Council and the notice periods for meetings is a continuous problem in the Kagisano-Molopo Local Municipality. The rules explain that a day is defined as: “any calendar day, other than a Public Holiday, Saturday or Sunday, and for the purpose of calculating days the first day shall be excluded and the last day included.”
This constant failure of leadership has a direct bearing on service delivery in a municipality delivering almost no services to residents. The municipality relies almost entirely on grants from government, and mismanagement at Council level stops any real development. The DA stands firm in its commitment to uphold good governance. The DA will not sit idly by while the municipality deteriorates under failed leadership. Immediate action is required to have a working Council so residents can have the services.
