DA continues to fight for good governance in Ngaka Modiri Molema District Municipality

The DA in Ngaka Modiri Molema District Municipality tabled a motion of no confidence (see document attached) in the Executive Mayor, Khumalo Molefe, during the council sitting held on 30 August 2024.

This comes after Molefe failed to comply with disciplinary regulations with respect to the serious allegations of misconduct against the Municipal Manager (MM), Mr. Allan Losaba.

Seven months after council contemplated and decided on the findings in an investigative report by the Special Investigations Unit (SIU), the mayor still failed to report to the council on a letter written by him to the MM informing him of the intent of council to place him on precautionary suspension.

The Mayor also failed to report on the response by the MM implicating the Mayor in cases of serious misconduct himself.

Mr. Molefe further failed to report to council on an independent investigation into the allegations of misconduct against the MM as instructed by council.

It has now also come to light that Mr. Molefe failed to report to council on a letter from the then MEC of Cooperative Governance and Traditional Affairs (CoGTA), Mr. Maloyi, regarding the irregularities in the appointments of the Chief Financial Officer (CFO) as well as the Senior Manager Technical Services, stating that the MEC did not support the appointments.

The motion was rejected by both the EFF and F4SD. This is a clear indication of their contempt of good governance and the rule of law.

Not only does the conduct of these party’s representatives display a sheer lack of integrity, but it raises suspicions of their involvement with ANC factional battles. Their incapacity to act in the interest of accountability cripples cohesion and violates the trust that voters placed in them.

The DA will not stop fighting for the people of this district until good governance and rule of law are restored and the residents of Ngaka Modiri Molema can reap the benefits of a functional municipality.
