ANC factionalism hampers service delivery in Moses Kotane Local Municipality

The Democratic Alliance (DA) in the Moses Local Municipality will write to the Speaker, Cllr Gugulethu Mtshali, to familiarise her with the code of Conduct for Councillors as per the Municipal Systems Act(No 32 of 2002)

This follows the continued delinquent behaviour of ANC Councillors during council meetings fighting factional party-political battles at the expense of residents and service delivery.

ANC Councillors disrupted proceedings during the previous Council meeting late last year by hijacking the meeting and turning it into an ANC branch meeting (see video here).

ANC Councillors were voicing internal party-political disagreements on the election of the Chairperson to the Infrastructure Committee. Apparently, the Speaker and Chief Whip want to give effect to Council resolution adopted on 22 November 2021 to elect Cllr Thapelo Thobokwe as Chairperson, while the Mayor wants Cllr Hazel Ramokopelwa to head that portfolio.

The DA expects the Speaker to maintain order in Council as well as ensure that disciplinary action is instituted against delinquent Councillors. The disruption caused by ANC Councillors is unacceptable.

Should the Speaker fail to maintain order at the next Council meeting, the DA will submit a request to the MEC for COGTAHS to take the necessary action against delinquent ANC Councillors which may result in their removal from Council.

Under a DA government, the people will always be placed first in order to get things done.
